Neil was born and educated in Springfield. He is married with a grown up daughter and a 10 year-old son. Following 23 years in the police he has retired and now works as a consultant on environmental issues.
Neil has served on Chelmsford Borough Council for twelve years and is the Cabinet Member for Planning and Economic Development. During the past eight years he has worked tirelessly to ensure that over 5,000 new jobs have been created in the Borough.
Locally, Neil is the Chairman of Governors at Chancellor Park School. He has been involved with the school since its concept and was part of the body that oversaw the construction of the building and appointment of staff. Being married to a teacher he has a particular interest in education and is also on the Governing Body of Barnes Farm Junior School. Neil is a trustee of The Springfield United Charities and is the coordinator in his road for the Springfield Neighbourhood Watch.
Outside of politics Neil enjoys sport and in particular watching cricket and football. He has a passion for wine and food and is one of the judges for the Essex Food and Drink Awards. He is also keen on the performing arts and supports local amateur theatre.
